Fibre to the home will make Québec City a model for digital economy

Bell broadband deployment enables increased business productivity and competitiveness for Québec City and Lévis

QUÉBEC CITY, March 30, 2010 – Bell has begun construction of its first and the largest fibre-to-the-
homenetwork in Canada, a three-year broadband investment initiative that will make the Québec City
region amodel for connectivity and competitiveness in the digital world.

When completed, the high-speed network will serve homes and businesses in Québec City and Lévis.
Bellwill make new investments of an estimated $225 million in Québec City for its fibre-to-the-home and
otherbroadband initiatives, and will begin its FTTH service by the end of this year.

Business and residential customers will have access to the fastest Internet speeds available – downloads
of at least 100 Megabits per second (Mbps) and upload of at least 20 Mbps.

Stéphane Boisvert, President of Bell Business Markets, said during a news conference today that
thisinitiative reinforces Bell’s longstanding commitment to provide Québec businesses with access
totechnology tools that enable them to grow and compete at as a world-class competitor.

“When you combine our advanced fibre-to-the-home deployment with our industry-leading HSPA
wirelessnetwork, the investment Bell is making sets a new standard for broadband connectivity across an
entireregion,” Mr. Boisvert said. “This means our business and consumer customers will have full access to
allthe most advanced communications tools available now and into the future. We’re enhancing the ability
ofQuébec business to compete successfully in the digital economy – and that means growth not just for
ourcustomers but also for the region.”

The region’s being served largely by above-ground wiring on utility poles provides for a much faster
andmore economical deployment of fibre-t-the-home than in centres with underground infrastructure.

This initiative is only one item among of the multi-billion-dollar investments Bell is making to bring
higherbroadband speeds to more customers in Québec and across Canada. Beginning in the second half
of thisyear, Bell will deploy fibre-to-the-home for all new urban and suburban housing developments in
Québecand Ontario.

The company has also begun to deploy fibre to the building, a program that will deliver 60 Mbps service
toabout 1,600 condominium and apartment buildings in Québec and Ontario by the end of 2012.

Earlier this year Bell launched Bell FibeTM Internet service in Montréal and the Greater Toronto Area.
Thisprovides customers access to upload speeds as high as 7 Mbps – the fastest now available in the
market –and download speeds as fast as 25 Mbps. Fibe Internet supports the strong growth in the sharing
of videos, pictures and documents in line with the revolution in social networking and online communities.
Bell’senhanced fibre networks will also allow the introduction of new IPTV (internet protocol television)
services inthese core urban markets later on this year.

Bell launched also its new HSPA wireless network last November, offering consumers and business
clientsacross Canada access to the country’s largest and fastest mobile network. With an all-IP (internet
protocol)infrastructure for maximum reliability and broadband data speeds, Bell’s new network is
considered themost advanced in the world and offers clients full access to the most powerful and
in-demand smartphonesand other mobile data devices available.
